This song is sometimes considered the last of its era: it peaked in 1964 just before Beatlemania reached North America. It does, indeed, feel like it's from an earlier time.
The Murmaids were three teenage girls from North Hollywood, California: Sally Gordon and sisters Terry and Carol Fischer. "Popsicles and Icicles" was their first single release, reaching #3 on the Billboard Hot 100. (It didn't chart in Britain, possibly since they use the term "ice lollies" instead of "popsicles" there.) It was written by David Gates, who was a session musician and producer before becoming famous in the 1970s as the frontman of Bread.
The trio recorded an album but split up shortly after. Various versions of The Murmaids have existed at times since then, some of which contained one or more of the original members.
